On July 15, 2025, under the leadership of the Chairman of National Bank of Tajikistan Tolibzoda Firdavs and with the participation of the Head of Financial Department, Executive Office of the President of the Republic of Tajikistan Jumazoda Mahmud, First Deputy Chairman of National Bank of Tajikistan Sharifzoda Firuz, Deputy Chairmen - Naziri Gulbahor, Murodalizoda Daler, heads of regional departments of the National Bank of Tajikistan, heads of credit financial institutions, the Association of Banks of Tajikistan, the Association of Financial Organizations of Tajikistan, Deposits and Savings Insurance Fund of Tajikistan and credit history bureaus, an enlarged meeting was held to summarize the results of the banking system for the first half of the year and the tasks for the second half of the current year.
The Chairman of National Bank of Tajikistan first of all expressed gratitude to the Founder of Peace and National Unity - the Leader of the Nation, President of the Republic of Tajikistan, the honorable Emomali Rahmon for the constant support of development of banking system and noted that the National Bank of Tajikistan carried out its activities in the first half of 2025 in accordance with the acting legislation and the tasks arising from the Message of the President of the Republic of Tajikistan to the Majlisi Oli "On the main directions of domestic and foreign policy" as well as on the basis of the "Main directions of monetary policy of the Republic of Tajikistan for 2025 and the medium term". It was noted that for the first half of this year, despite the continued financial uncertainty and difficult political and economic situation in the world, as a result of the implementation of necessary measures, the Government of the country ensured stable economic and financial development at the appropriate level.
During the reporting period, the National Bank of Tajikistan conducted a balanced monetary policy aimed at maintaining a stable money supply, stabilizing the exchange rate of the national currency, ensuring the reliable functioning of the country's banking system and maintaining a low level of inflation, which is an important factor in the economic development and increasing the level of well-being of the people.
It was noted that in the latest Address "On the main directions of domestic and foreign policy", special attention was paid to the digitalization of national economy sectors, the development of digital technologies and the expansion of non-cash payments. Also, the announcement of 2025-2030 as the years of digital economy and innovation development creates a favorable basis for the widespread use of payment instruments. In turn, these areas are considered an important factor in the transparency of financial transactions, accounting and the prevention of corruption factors. Taking this into account, the timely and high-quality execution of the instructions of the Head of State is defined as one of the key tasks for the banking system and other responsible structures of the country, - emphasized Tolibzoda Firdavs.
Then the heads of a number of structural subdivisions of the National Bank of Tajikistan (Director of Banking Supervision Department Abdulloev Z.Kh., Director of International Reserves Management and Exchange Rate Policy Department Boyakov Z.G., Director of Financial Monitoring Department Mirzoaliev Kh.S., Director of Information Technology Department Ganiev D.B., Director of Payment System Department Salokhiddinov Sh.K., Head of Financial Stability Department Kurbonalieva N.M. and Head of Financial Services Consumer Rights Protection Management Hakimzoda A.A.) have made presentations on the banking system situation for the first half of 2025, existing shortcomings and measures taken, the progress of the implementation of the NBT Development Strategy for 2022-2026 and the tasks set, ensuring financial stability, implementing the exchange rate policy, the activities of credit financial institutions in the field of financial monitoring, implementing the policy of an effective payment system, the state of information systems, and assessing the services of the banking system.
During the discussion, representatives of credit financial institutions were given specific instructions and directions to eliminate such shortcomings as a high share of non-performing loans, imperfect software, cases of fraud and cyber-attacks, shortcomings in foreign exchange transactions and quality level of banking services.
In turn, the Head of Financial Department of the Executive Office of President of the Republic of Tajikistan Jumazoda Mahmud has noted that the banking system plays an important role in the effective implementation of the economic policy of the state and government, and makes a huge contribution to ensuring sustainable socio-economic development of the country, replenishing the state budget, forming the private sector and entrepreneurship, and solving social problems.
At the end of the meeting, the heads of credit financial institutions were instructed to take appropriate measures to improve the sustainable functioning of the banking system, strengthen the internal control and risk management system, strengthen the capital base and attract the largest volume of investment, improve the quality of banking services, implement strict control over foreign exchange transactions and prevent shortcomings related to the exchange rate, conduct a comprehensive audit of the information technology sector, promptly suppress fraudulent activities, expand the infrastructure of non-cash payments in all regions of the country, especially in remote areas, consider complaints and appeals regarding banking services and, in general, direct all efforts to the effective implementation of monetary policy and the development of the banking system.
