Meeting on explanation of the Address of President of the Republic of Tajikistan Honorable Emomali Rahmon “On main dimensions of domestic and foreign policy of the Republic of Tajikistan”


On January 29, 2025, a meeting on explanation of the Address of President of the Republic of Tajikistan Honorable Emomali Rahmon “On main dimensions of domestic and foreign policy of the Republic of Tajikistan” was held at the National Bank of Tajikistan. The event was attended by the bank's management and employees, as well as Abdullohi Rahnamo, head of the Literature Propaganda Division of the Writers' Union of Tajikistan, a poet and political scientist.

Opening the meeting, Chairman of the National Bank of Tajikistan, Tolibzoda Firdavs Nazrimad, noted in his speech that the latest Address of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, summarized the country's activities in all spheres—political, economic, and socio-cultural, including the banking system—for 2024. The Address also formulated tasks for the future. The Chairman of the National Bank emphasized the successful development of Tajikistan in the past year, noting the positive dynamics in all areas. In particular, he pointed to the achievement of the country's total gross domestic product of more than 150 billion somoni and a real economic growth rate of 8.4%.

It was pointed out that recently, the Government has been paying increased attention to minimizing risks to the national economy, optimizing resource use, accelerating industrialization, forming a "green" economy, digitalizing public services, and widely introducing cashless payments. Particular attention is paid to improving citizens' financial literacy. The transition to cashless payments is emphasized as playing an important role in ensuring the state's financial stability and economic growth. To this end, the Ministry of Finance, the National Bank, the Tax Committee, the Customs Service, the Agency for Innovation and Digital Technologies, along with other ministries, departments, and local governments, have been instructed to expand the use of modern digital technologies and fully ensure cashless payments in the budgetary sphere and the provision of public services by the end of 2025.

To meet the growing needs of the national economy and population, the country's banking system has provided over 80 billion somoni in loans over the past five years. To continue this process, the National Bank and credit organizations have been instructed to annually increase lending volume and reach over 100 billion somoni by the end of 2027.

Simultaneously, specific measures are necessary to boost public confidence in the banking system. These measures aim to attract more savings from individuals and legal entities, expand digital banking and financial services, establish branches of commercial banks and other credit institutions, increase loan extension at relatively low interest and ensure access to quality banking services in remote areas.

In his Address, the Leader of the Nation particularly noted Tajikistan's unwavering commitment to developing the digital economy. This area will be prioritized over the next five years. To implement this strategy, the ministries of economic development and trade, justice, finance; the Agency for Innovation and Digital Technologies; the National Bank; communications services; the customs service; the tax committee; and other government agencies have been instructed to provide a legal framework, organizational support, government regulation, and financing for the infrastructure of the digital economy. In addition, it is necessary to regulate relations between participants in digital entrepreneurship and e-commerce.

The Address of the Founder of Peace and National Unity—Leader of the Nation, President of the Republic of Tajikistan, Honourable Emomali Rahmon to the Majlisi Oli of the Republic of Tajikistan, serves as a guiding document, according to the Chairman of the National Bank of Tajikistan, calling for effective work and fulfillment of the tasks set. This Address contributes to the country's progress in all areas, including the banking system.

Corresponding Member of the National Academy of Sciences of Tajikistan, Sulton Hasan Barotzoda, and renowned poet and political scientist Abdullohi Rahnamo delivered a speech on the most important points of the Leader of the Nation's Address.

At the meeting’s conclusion, Chairman of the National Bank of Tajikistan, Firdavs Tolibzoda, addressed the participants with a call for strict implementation of the instructions and orders outlined in the Address. He emphasized that, in the context of implementing the relevant provisions of the Address, the National Bank of Tajikistan had developed a comprehensive program of measures, and its effective implementation was the primary responsibility of all banking system personnel.
