The development of a democratic, legal and secular state largely depends on the level of legal knowledge and education of the population. With this in mind, Founder of National Peace and Unity – Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon during his next Address “On the main directions of the domestic and foreign policy of the republic” proposed in honor of the 30th anniversary of the adoption of the Constitution of the Republic of Tajikistan to declare 2024 the “Year of Legal Enlightenment”.
According to the National Bank of Tajikistan's action plan, a number of activities, including the comprehensive propaganda and agitation of constitutional and other legal norms, will be planned and implemented within the framework of the "Year of Legal Enlightenment" in collaboration with structural units.
On May 28, with the participation of Head of the Department of Theoretical Issues of the State and Modern Law of the Institute of Philosophy, Political Science, and Law of the National Academy of Sciences of Tajikistan, Doctor of Law, Professor
Bobojonzoda I.H., the National Bank of Tajikistan hosted a conference on the topic "Constitution - a Mirror of Legal Enlightenment".
Speaking about the history of the drafting and adoption of the Constitution of the Republic of Tajikistan, Professor Bobojonzoda I.H. pointed to the words of the Leader of the Nation and emphasized that the Constitution of the Republic of Tajikistan is an important and fundamental document for the creation of an independent national state, and the observance and implementation of its norms allows to sustainably organize a healthy state and society, to ensure political peace and stability and stable economic development in the country.

During the conference, it was also stated that the purpose of declaring the "Year of Legal Enlightenment" is to increase citizens' legal knowledge, strengthen the institution of human rights, educate citizens in the spirit of respect for the law, and establish a stable system of legal behaviour in which intransigence towards anyone is a violation of the rules.
In this regard, the participants of the conference were invited not to be indifferent to the correct understanding of the norms of their Constitution and its practical implementation, because respect and observance of the Constitution, laws, and other normative acts of the Republic of Tajikistan are one the main means of ensuring the rule of law, as well as recognition, respect and protection of human rights and freedoms which are very important in creation of law-based state.
